Dead tree along highway. DDOT claims no responsibility. Clearly appears to be on city managed land. What procedures does DDoT have to maintain trees in this area for safety above highway and residents of SW?

the tree in question originates from federal property. DDOT/ UFA is not allowed to touch trees in federal property
