In accordance with City Code Section 86-44: Residential trash is collected once per week in the city of Richmond. Supercans must be placed out no earlier than 4 p.m the day prior to collection and not later than 6 a.m. on collection day. Cans must be removed from City property by 7 a.m. the day after collection.
Leaving receptacles on public sidewalks, alleys, roads and other city property isn't just unsightly, it also creates unsafe conditions for pedestrians and vehicles. Please help keep these areas attractive and safe by removing your receptacles outside of the specified collection times.
If the refuse receptacle or recycling bin is
not timely removed from city property, the
Department of Public Works shall cause
the account holder to be assessed a civil
penalty in the amount of $50 for each and
every calendar day that each and every refuse
receptacle or recycling bin remains on city
property beginning with the date of the most
recent past scheduled pick up time from the
Department of Public Works. Such civil
penalty shall be included on the account
holder’s monthly utility statement and shall
be subject to collection in the same manner
as other utility charges, including delinquent
charges for utilities.

Still out on Sept. 29, 2013. I guess the City of Richmond does not care about the health and well being of its residents and taxpayers. City officials (and the mayor, city council, and Department of Public Works) should be held accountable for their inaction.
Mgmt team noted request was inspected and the placement of the super cans will continue to be monitored. Request has been investigated and completed (CRS# 20020916205)
