All the lights in the city are a mess. There is no sync to other lights one or two blocks down the road which sometimes makes getting through downtown or out to the bridge a nightmare. The lights on 2nd Ave /22nd street and 6th Ave/ 22nd street have the double lane traffic (2nd Ave and 6th Ave)waiting longer than the single lane traffic on 22nd street! I wish the people responsible for lights/traffic in the city would take a drive around town during busy times (and not-so-busy times). Awful - and very frustrating.
They are for the pedestrian lights but the green light USUALLY turns amber on the 0 of the countdown. As a driver on winter roads, I try to keep an eye on them to know if I should be trying to slow down to stop. If I know they are going to turn yellow on 0 I can judge my timing but if there is a pause then I am slowing down too soon.
I think that there has been a lot of thought and ACTION done by city crews. If anyone else has paid attention, there have been sensors placed in the pavement that detect a vehicle at waiting at the lights. I've gotten into the habit of pulling up safely to the stop line and the lights have changed as soon as I get there. Give it a try. I'm on the road a lot and it never seems to fail me.
The timer is supposed to let pedestrians and traffic know the when the lights are changing so that drivers can anticipate slowing down and pedestrians to get off the road. Any good driver trainer will teach you this before you get your license. I was taught this for both my class 5 and class 1 license. Even if the timer is not there the hand will generally flash 15 to 20 times then the light will change.
The ones on 10th Ave/28th St E and 12th Ave/28th St..I know which ones you're talking about...and also one on 15th Ave E.
The lights should change when it reaches 0...otherwise what's the point of having a 'countdown'? These ones either count down and don't change, or when they count down there is still a few seconds before they do, and it's anyone's guess as to when, because the counter just stays at 0. I thought the best way to figure this out is if there was a car in the other lane, but sometimes there will be a car and the light will still not change. Although one day, the one at 28th/10th changed when the count reached 10...that was fun.
The countdown should only happen when the sensor gets triggered, that's it. Other cities have that.
