I've referred this to our Public Works Department. When the staff has had a chance to respond I’ll post an update. Thanks for reporting.

This needs to get resolved, the city should not leave this issue open. If there is a subsurface issue they need to fix it immediately and pave the road.

Per Public Works: we are still being told that all the connections have not been made. There is a pipe elevation problem that they are trying to resolve. We will stop by again today and remind the contractor that he is responsible for maintaining the street till the final repairs are completed.

This is a city project, which means that the city can direct the contractor. There has been more than sufficient time for the A/E firm to review the issue and make design changes, there is no longer any excuse for this issue not being resolved. If an RFI was sent to the engineer they should be able to respond easily within 2 weeks, and this has been open for months. The city needs to hold the contractor and engineering firm that they hired accountable for the project, this needs to be resolved now. I'm a engineer for a contractor, if I discovered an elevation issue today I could have a resolution very easily within two weeks. There is no more excuse other than the city is not pushing their engineer and contractor to resolve this. Let's get this finished next week, there is no excuse. (The contractor is stalling so they don't have to pay for a separate mobilization for their asphalt contractor. I'm sure the plan was to pave the road when they paved their base for the parking lot. This was probably not resolved at the time so they are probably waiting now to pave the road when they finish the parking lot so they don't have to pay another mobilization cost. That is not acceptable.)

Hi, Chris and Carl,

The short answer is we hope to complete the utility and paving work by the end of this month.

Here is what happened for the past 3 months (since early June when we completed the stormwater work in the street):

- Shortly after the storm sewer work was complete and before we paved over the storm line, the contractor dug up a small area in the road to tap water. At that point, we realized that the water line was at similar elevation as the sanitary sewer in Halifax St. The water line we are trying to tap into is on the east side of the sanitary sewer. Our facility is on the west side of the street. We worked with PUD and arrived at a tapping solution – reverse tap and cross the sanitary sewer from underneath.

- We struggled with the reverse tap for a little while. PUD first informed us that no 90 degree bends were allowed. We looked at cutting up the curb and sidewalk on the east side for the tap. We were going for the reverse tap with multiple 45 degree bends. Later we were told 90 degree would work and we revised the detail to do 90 degree elbows and abandoned the first plan.

- Meanwhile, PUD documented the condition of the sewer line we were going to cross from underneath and determined it was in poor condition. They graciously offered to pay for the sewer line replacement (from manhole to manhole) for a little over 200’. Our contractor will be doing the work.

- The GC provided a proposal using their current sub. We were not happy with the number and forced the contractor to obtain 2 additional bids on the sewer line replacement. We were able to get the number down by at least $20K.

- By late August, we finally had sufficient pricing info and an action plan for the sewer replacement and water tapping. However there are not any inspectors available for the weekend of 9/7 and 9/14. We are not allowed to do the work in the street during the week.

- It is our plan to replace the sewer line over the weekend of 9/21. The inspector has tentatively indicated that he will be available that weekend. If all goes well, the street will be paved by the end of this month.

I received a voice mail last month asking if we could have the construction vehicles parked along the west side of Halifax which is the torn up side. I called back and left a voicemail informing them that RHA residents park along the east side with permits and we park behind them. If we park on the west side, there would not be enough room for cars to pass.

I apologize for the mess. There has been quite a few surprises under Halifax St. We are very grateful that both PUD and PWD (street closure) staff has been working closely with us. Please let me know if you need additional information.

Parks and Recreation's contractor has cut the street and removed the pavement as part of the construction project. They will be required to patch this and resurface. I have inquired as to the project manager is for this project. Once I get a timeline, I will give you an update.

Parks & Rec is currently building a new facility near Pilot's Mill on Halifax Court. The road was torn up for infrastructure repairs, and is now dusty and dirty. I've gotten a few inquiries about when the road will be repaved. Can you look into this and provide a response? I'm assuming that you're waiting for construction to progress further along but would like to have an answer for the neighbors.

I understand that last week's attempt was rained out, but if this weekend is rained out as well then the road needs maintenance, this last rain has washed it out pretty badly. Also, it needs to be stoned with a gravel (57 stone) and not crush and run, crush and run has too many fines and is turning the area into a dusty mess.

We have forwarded this request to Public Works.

The repairs were made this past weekend and not months ago. Curb &Gutter to be installed starting Wednesday with the patch to be installed sometime after that.
