Maybe set up a donation fund so the owner can landscape. In this economy, maybe the home owner is just trying to keep the house standing and not vacant which would be a bigger problem for your area. Give your neighbor a break!
I'm sorry but I have no idea what you're talking about. Placing a tarp in the front yard will not keep this place from not being vacant. I think it would do the opposite. Also, the type of people that would inhabit this place would probaby be drug addicts or drug dealers. If you have a house, please tell your neighbors to cover their front yard with a blue tarp for one year and see what kind of people that will live in your area.
Would the property be violating the Code of Ordinances (Part II), Sec. 18-2. "Determination of Buildings, Structures or Vacant Land as a Nuisance"? In this chapter, it says "vacant, abandoned or neglected properties are obnoxious, tend to create a blighting influence on the surrounding neighborhood, have the effect of reducing property values in their surrounding neighborhood, and constitute a public nuisance. Further, the council finds that vacant, abandoned or neglected properties are inimical and destructive to the rights and values of private property owners, as well as the community at large." This property is surely reducing the property value in the area and causing a public nuisance if people are reporting it.
