I share your dismay at people that do things like this – parking in a crosswalk – bur doubt that this is the best way to get a quick resolution to this sort of issue (ideally, the offending vehicle should be ticketed or towed ASAP, otherwise they will just keep doing it.) I suggest calling 553-1200, that's the MTA parking enforcement line.
