I think you need to better explain how trees that are growing into a sign would constitute a bulk pick up? Someone actually needs to cut the trees down first in order for them to be picked up. This is a safety hazard and one that the City of Richmond has failed to act on numerous times in the past. It needs to be resolved and not pushed on to other departments for the sake of closing the issue.
