I believe that a couple of these graffiti artist live in the area. The problem is the owner of that property needs to fight back. If he does not fight back by removing the graffiti, the graffiti artist have won. The point is to take it off as soon as it is tag so they get the point that their art is not welcome. It cost these people money, so it cost us money too. If the city does noy get involve, the neighbor doesn't do it, I might remove it myself.
