The catch basin clogs on every rain fall, even a light rain. It's been like this for more than a year. Many people have called 311 to no avail.

This is a great issue for SeeClickFix.
I'd recommend forwarding it along to your local elected officials and inviting neighborhood groups (or anyone else who has called in) to post their opinions here.
Is there a local blog that might feature the photograph and get the issue out to even more people?

There are similar issues all over the neighborhood. Why this bothers me, is because I have to take my daughter to school crossing this street every day. If you can see from the picture, I have to pull her out all the way into the street in order to walk around the puddle. She's only 4 years old and flails around a lot. So it is a danger to her.
Because the police precinct is on the next block crossing the street is not a great option due to parked cars on the sidewalk.

I found the website for the city of Brooklyn public utilities office responsible:

I didn't see an e-mail. Robin, have you tried calling them on this in the past? Any result? I agree, not only for the safety of your daughter, but for traffic and other concerns that it's important.

It's interesting that I got a reminder on this last night. It rained a lot in recent days and I had to walk clear out in the street to get around it.
I almost got hit by a taxi. It's amazing how long you can complain about something like this, and not get it fixed.
The sad thing is that this is just ONE BLOCK from an elementary school.
