The issue is with the vegetation on that hill, not sewer beds. As vegetation grows and blocks sight lines it is a very dangerous situation. It is the responsibility of the owner to keep the vegetation in check by trimming back the small trees that have grown on that hill. The landowner, or the city if appropriate, is responsible for what grows on the property and for trimming what has grown and is blocking the vision of drivers. This is dangerous to not only traffic leaving The Springs, but also to drivers heading north on Weibel Ave as the road is becoming blocked from view more and more as these trees continue to grow.
