In the past I had heard this is sect. 8 housing , there have been quite a few issues with his bldg lately. The garbage tends to overflow as they have parties quite frequently. Rumor has it that the tenants are uncooperative when it comes to neighborly concerns.

If you can get the number of the owner or management company, I'd go straight to them and not the residents clearly creating the issue.

I found out the bldg is owned by the bank...I'm assuming that means it was in foreclosure? Not sure how to find who manages it. I haven't had as much of a direct issue with them but their next door neighbor has.
