Hmm. Garbage overflowing and all over the ground. Sounds awful. Sounds like what lots of streets look like in this city. Here's a pic taken on Monday morning -- trash day in my neck of the slum -- and this particular one isn't a standout -- more than half the residences have something that looks like this in front of their houses. People put their trash out in over-filled, top-heavy cans... or not, otherwise just throwing bags out onto the sidewalk or curb. This stuff sits overnight, or longer, and if wind doesn't topple them over, critters get into them -- can't blame the critters -- resulting in all manner of personal hygiene products, soiled diapers, food scraps, paper waste, you name it, spilling out into the street. The trash collectors can't pick up that stuff, and often as not the residents don't either; they blame (and i've heard this) the "lazy garbage men." Here's the thing: it's already in the city's waste collection guidelines (perhaps that's the problem: they're guidelines) that you can't do this. But it's a systemic problem here -- no enforcement.
