The same spot flooded again on 9/1--that's at least twice in three months.

After Southall flooded twice in December, I spotted a DOT work crew there last week. They said that they were there to clear out the culvert under the road. I'll wait for the next big rainfall and see if their efforts were fruitful before closing out this issue, but at least it appears DOT is now aware of the problem.

This seems to be an ongoing problem. Is it because people litter here constantly, is it because its at the bottom of a big hill. ( see the power lines next to it ) The road floods how much does it cost to send people out every time it floods as opposed to fixing the problem for good. Does it need more pipes under the road and a bigger pit to catch the debris upstream? I really think a guard should be put in place if the road floods there and its a six foot drop on the down stream side. Speeding is an issue on this road at this very spot its a matter of time before someone hits this spot with water or ice. I have asked several times for the management company and board of the nearby community to write their local officials about this but it seems to have fallen on deaf ears.

As toph8134 has noted, the upstream side of Rocky Brook is nearly up to the roadbed since the rains earlier this week. Whatever it was that the DOT work crew did two weeks ago, it didn't solve the problem--just a little more rain, and Southall would have been flooded again.

Come night time this will become a big problem!!!!!!!! Cars are already wizzing above the speed limit unable to see this washout.

This stretch of Southall Road has now flooded 5 times in the past year (including on 3/7/14, the date of the included photo). On 3/7, a southbound car aquaplaned, departed the road to the right (see the tracks on the right side of the photo), and flipped upside down (slightly visible in the top right of the photo, near the cars parked on the side of the road), impacting a power pole and blacking out the surrounding neighborhoods. This photo was taken shortly after the wreck, but before emergency responders arrived.

To be clear, this is a fairly recent problem--prior to July of last year, this stretch of Southall had not flooded since I moved to the Amberfield neighborhood in 2005.

Thus far, all that's been done by the city of Raleigh or NCDOT (which is involved, as Southall is a state-maintained road) is to put up an orange "High Water Ahead" sign (though not usually until long after the flooding has started; in this case, not until after the accident happened).

I did see an NCDOT maintenance crew at this site about 6-8 weeks ago. I stopped and asked if they were there to clean out the culvert that was blocked and causing the flooding. The crew leader's response was that they were there to "take care of it." Apparently they did not, as the road has flooded again since then.

As of 3/3/2015 the flooding of Southall Rd continues to be a problem, the upstream side is completely full and has been running over the road for almost a week now with no signs of letting up. The downstream side of the road is erroding away and at some point it is not inconceivable that this side of the road will crumble.

At long last--a DOT work crew fixed the shoulder AND cleared the culvert today. Rocky Brook is once again flowing free!
