Thanks for posting. There is actually a filter fabric under the grate that is catching the soot in the photo. The catch basin below looks like it still takes water. We have noted that the granite headstone is broken. The fabric will be cleaned when the headstone is replaced.
This catch basin has a silt sack in it, which will be removed by Public Works in due course. A small amount of dirt cvan be seen on top of the silt sack, but this is normal, and the catch basin drains adequately during rain.
