Yes, private property and most likely they are students. What does that matter? It's still a zoning violation and they aren't paying their property taxes to New Haven.
Students aren't required to reregister their cars or update their drivers licenses, even if they live here for 4-8 years! Ridiculous, as they are relying on local city services and state services, and their registration, tax, and license money should be paid and stay local.
They are violating the law if they don't register their vehicles in CT within 6 months of having established residency in CT. By the way...these people VOTE here and DON'T PAY TAXES!!
LOL. Probably most of the people, who vote in New Have, don't pay any taxes. They are totally dependent on the government for everything. In fact a teacher friend of mine said that his NHPS students thought that taxes are money that the government gives them every month. I am not kidding.
