Cars speed excessively down Edwards Street, particularly the stretch between Orange and State Street. I was almost hit pulling out of my driveway the other day! A speed bump would help resolve the issue.

Whenever I've driven at the speed limit here, I've been passed by speeders. Clearly the road needs a major redesign. The best strategy in the long term would probably be bumpouts and new crosswalks and/or chicanes at each of the intersections (Foster, Nicoll, Nash). Striping bike lanes could be a good temporary solution - this would be extremely inexpensive, would narrow the road and thereby reducing speeds.
If a bump out is too pricey, a temporary curb extension should be installed until funds can be raised for the permanent construction. This is done all over in cities that are much snowier than New Haven, and the temporary infrastructure can be left in place for 5-10 years until permanent construction takes place.
There are many photos online showing what these solutions look like, and none are particularly expensive, especially when compared with the cost of a single crash.
I agree that the street is currently difficult for pedestrians to cross, because it is wide and has unusually high traffic speeds. The speeding also creates noise. These things are all a disincentive that prevent people with families from wanting to move to the area.
