Either address it civily with the neighbor or call the West Haven Animal Control and have them come out to investigate. A friend of mine got a $200 ticket per dog for barking and he was annoyed to think not one person called him to say "hey your dog is loose and barking". He didn't know because he wasn't home.

I know the person and they know it is a problem, thus far no effort is being made to train or really control the dog.
