Duh!

An panel has been fashioned and attached, but the light has not worked in years.

City Council only acts for self serving interests, Streets dept and "Test" have an obligation yet city services continue to fail the residents. This issue remains open and until repaired. Our comments should continue.

I've tried to close this several times. It's fixed.
