The whole westside is changing and about to change more. Division Street and the points where it meets other intersections needs to be rethought west of Railroad Street, including Franklin Square, all the way to the Elementary School. Division Street needs to be less of a highway and more of a pedestrian friendly area. Long ago Bob Israel proposed placing a fountain in the middle of Franklin Square. The time for such an idea has come, as it would help slow the traffic moving about this important part of town in all directions.
