Update: the workers left the south side of the trail in tolerable condition but the north side remains horribly bumpy, even at modest speed. For a busy commuting path, both sides of the trail need to be in good shape.
Thank you for raising this issue. I visited the site and have made County DOT aware of the issue. I think that the problem was created last spring by a private party who repaired to drainage problems near the Pearl Street/Elm Street Park. They seem to have used gravel that is too large for comfortable cycling. I will post further information as it comes available.
