The sign has been repeatedly moved out of this intersection and set aside--usually visible. It has been out of the intersection more than in. Maybe someone else at another neighborhood saw an opportunity. There is a resident at that corner that hates deciduous trees and will go out of their way to rid the area of them and the debris from them. Perhaps cars waiting for pedestrians is another form of debris.
