The green arrow used to go from north bound Coolidge to west bound Maple, seems to operate at different intervals. During certain times of the day, it is so short that only 3 cars get through before it turns red. It can only be about 10 second long at best.

You are correct. This is a "smart" signal that monitors the amount of traffic present and how much is moving in each direction. It then recalculates the most efficient signal timing every cycle based on the traffic present.
That means the signal will adjust the amount of "green time" for traffic moving from northbound Coolidge to westbound Maple every cycyle based on traffic flow. On average, the NB left-turn gets anywhere from 11 to 20 seconds per cycle, depending on the amount of traffic making this turn. While the signal appears to be functioning as intended, we will double check to be sure.
