Weekday mornings and afternoons, there are different groups of high school aged youth that loiter and buy, sell, and/or smoke marijuana on the northeast side of this apartment building, facing 48th Avenue. Times of this activity occur between 8:20am and 9am; and afternoons between 3:20pm and 4:00pm.
