The Ally way behind the buildings on Saginaw between Lawrence Street and Water Street has graffiti all along the back walls of the buildings and also on the dumpsters. Trash has been collecting next to a fry oil dumpster behind the Strand building. Trash has also been collecting behind the Oakland Community College building. Dog feces litters the ally between Lawrence Street and Pike Street. Dog owners living downtown have refused to clean up after their pets and is causing a health problem.
