Two way stop with blinking light needs to be changed to 4-way stop. Very confusing intersection that leads to potential accidents everyday. Also, lots of pedestrians crossing.

Agreed this is an awful intersection that is very challenging for pedestrians. The in-street pedestrian sign installed at the Westville Village Renaissance Alliance's (WVRA's) request has made some difference, but the intersection needs a good long-term solution. Rather than a four-way stop here, though, I think newer generation traffic-calming measures would be preferable, whether raised crosswalks, a mini-circle, an entirely tabled intersection, neckdowns/curb bumpouts, center islands through the crosswalks, or some combination thereof. These measures would be more effective to slow speeds AND increase visibility for cars and people crossing Central.
4-way stops, while quick and cheap to install, have proven to be very limited in their effectiveness against speeding. Here's a quick run-down of some of the reasons why: http://newtonstreets.blogspot.com/2009/05/stop-signs-as-traffic-calming.html.

I have a call into TT&P to alert them and to again ask for their suggestions.

I hope we can work on a solution for this intersection and others city-wide.
I would like to add though that lights and signs are not the solution alone. There was recently the first significant accident at Alden & Edgewood where there is a brand-new full traffic light.
I'm not a traffic engineer but I like the idea of Crossing Islands. There is an example of what I mean in the City's new Complete Streets Manual in the appendix.

FYI. Check out this NHI story. Table intersections are another option in addition to my suggested Crossing Islands.
Please note the costs for these infrastructure upgrades.
I will continue to advocate for traffic calming throughout our neighborhood.
