I have seen this for quite sometime. The State of CT who issues these passes is reluctant to do anything about people who abuse this pass. There are several others around town who use this as an all day free parking pass and have done so for years. The issue seems to be that we who see this abuse are picking on handicap people. The "free pass" is under the guise of the law that it takes people with disabilities longer to get back to there vehicles, therefore they are exempt from tickets, they are however supposed to pay for the time limitation on the posted signs/meter. You can report the license plate to DMV or the State Commission on people with disabilities as the City of New Haven won't touch this issue, believe me I tried for years under McGrath.
