Call the cops and have them come immediately. They will come and have them towed out of the river.
Maybe they can figure out the previous owners too. It should be too tough to figure out.
Don't mess around posting on here if you care about the river being polluted.

wow, this is crazy. Why would anyone put a car in a river? If you want to get rid of it, just abandon it on a city street. It'll get towed away eventually. But putting it in a river? Come on, that's just stupid.
The cops should run the VINs and find out who owned these cars. The owners should then be sent a bill for the extraction of the vehicles from the river.
That's just sad. Someone needs to fix this ASAP.
