There is NO WAY that replacing the soil and grass is the resident's responsibility. Let's see the contract the city signed; I bet that there is a stipulation that the contractor has to backfill the curb strip with CLEAN FILL (not garbage filled, toxic wast contaminated soil from some other construction project) and scatter some grass seed.
The city never puts these contracts online, because they don't want the taxpayers to see how badly they are getting skrewed from the rampant corruption.
