How can I report a case of animal cruelty, abuse, or neglect?

Please call our statewide toll-free cruelty hotline at 1-866-601-SPCA (7722) or email a full description of the incident to cruelty@pspca.org.

Be sure to include the street address, city, and county where the incident took place.

Calls to the cruelty hotline are answered 24 hours a day, seven days a week.

This actually has been done several times with no resolution from the cops or SPCA. I believe several of the neighbors have called and the SPCA has been out yet the owners still have custody of the dog.

I send the information to the Perkiomenville facilty of the SPCA.

SPCA said that as long as it's kept sanitary they don't need to let the animal out....???? Who is the judge of that?

CONCERNED NEIGHBOR,
I PERSONALLY HAVE CALLED THE SPCA THREE TIMES. THEY SAY THEY HAVE BEEN OUT TO CHECK ON THE DOG AND AS LONG AS THE DOG HAS FOOD, WATER AND SHELTER THEY CAN NOT INTERVENE. I EVEN CALLED THE CONCHOHOCKEN SPCA SUPERVISOR CARMEN RONJO WHO SAID HE WOULD SEND SOMEONE OUT AND ASK TO SEE THE URINE AND FECES SATURATED ANIMAL. ONCE AGAIN NOTHING HAS BEEN RESOLVED THE DOG IS STILL IS IN THE HOUSE NEVER BEING LET OUT TO RELIEVE HIMSELF. I DO NOT KNOW WHAT TO DO NEXT. SOMEONE PLEASE HELP

Call the ASPCA or the Pennsylvania SPCA. I don't know why the SPCA has let this go on. The Pennsylvania SPCA has their own enforcement group. I don't know if they have jurisdiction outside of Philadelphia, but I'm sure they will be able to guide you in some direction. You can find their information on the web. You are good to try - this behavior is unacceptable. I will contact them as well. I just saw also that you were given the e-mail address for the PSPCA.

I haven't heard back from the PSPCA yet. I was thinking it would be a good idea to take pictures of the dog when he or she was outside.

Yes, pictures would definitely help in getting that dog out of there. I am a volunteer with PSPCA. PSPCA is entirely funded by charitable donors - (including the Humane Law Enforcement arm of it). Each SPCA is autonomous and not connected to the other financially or otherwise - the only thing they have in common is the mission statement because of the name - Society for the Prevention of Cruelty to Animals. The PSPCA simply means Pennsylvania SPCA and it does have jurisdiction all over Pennsylvania - but they are located in Philadelphia. We definitely need more Humane Law Enforcement Officers, but that means more people giving. Having pictures would help in showing the urgency of the situation and the filthy conditions the dog is in. The conditions you describe are not ok by any means.

The ASPCA is out of New York City and won't have jurisdiction here.

Thanks Lynn. One of the officers from the PSPCA contacted me a short while ago. He has also left a message with the Montgomery County SPCA to have the enforcement officer contact him and update him with information. He suggested that I call them also, which I will do shortly. Because I haven't seen the situation first hand I couldn't add anything other than what was posted originally. I only suggested contacting the ASPCA for suggestions. Because I am a "Guardian" for the ASPCA, I will do what I can to help in any way. Yes, donations, especially to the PSPCA and ASPCA are critical, as they are to all other same organizations. The PSPCA and ASPCA are wonderful organizations as they are "no-kill" shelters and do great work. All of you who have responded to this horrible situation, if you can, log onto their websites and donate what you can. Even if it is food, bedding, anything - even your time. It is good to see that so many want this resolved, but I haven't seen any follow up from the person who originally posted this.

Hi Sue, I am not sure who originally posted - It is hard for me to follow - for some reason I thought it was you because you suggested pics. I don't know what the address is on the little lab that needs help. Do you know which house? So glad PSPCA got back to you. It is a wonderful organization. My two dogs are from ACCT shelter (PSPCA manages that shelter too - it is the Philly county Animal Control and people turn in their animals there too - right now the turn in rate is through the roof). Does Mont. Co. SPCA have a Humane Enforcement arm too? It is very good of you to do the follow up with the PSPCA. I hope they get to the bottom of this. Want to add that any old towel, sheets, blankets, pillow cases, etc. are all things that any animal shelter needs greatly. They are all valued donations. Let's try to work together to get this little lab the help he needs. Perhaps, at the very best, the family needs education on how to care for him. Thank you to everyone who is supporting and caring about this situation. In this economy, animals are being often overlooked.

Hi Lynn - The address is 262 Washington St,Royersford,PA 19468,USA. Montco SPCA does have an enforcement arm too. So does Chester Co. SPCA, who I've had to contact about my neighbor's dogs too. They were very responsive. I always wonder why people adopt animals and never bother giving them proper care and understanding their needs. Or even seeing them as sentient beings, ones who feel emotion and pain. It is so difficult to watch. Educating this family is a good idea, but I would imagine that the folks from the Montco SPCA did that. I'm wondering what conditions the dog deals with while it's outside too. Unfortunately crating is an accepted way of handling dogs with problems. Vets will even advocate it. To me, a cage is a cage is a cage. Animals should never be caged except for their own protection and for a short period of time. Well, that's my opinion anyway.
I had to leave a message a the Montco SPCA - apparently no officer works on the weekend unless it is necessary. So hopefully she will call me back Monday.
I know there is a list on your website with everything that is needed besides what we've mentioned. I get the PSPCA e-mails too, as well as others. I was just blown away by the fact that there were over 3000 animals turned in last month. That is just mind boggling. Where can you put all of them? Oh my. I wish I could take in more. Right now I have 3 - one who I just brought in has FIV, which I didn't know until I had him tested when he was neutered. So, no more for now.
Let me know if you are able to find information about this dog. I'm hoping that you have contacts that might be able to let you know what happened. And pictures are really important.

i'm new here, but i love animals and wish to help. has anyone been notified or acted due to this report? i'm seriously interested in helping, call me ok, you obviously dont have to go thru this alone, man people have joined the fight and believe this tool should be fixed. I was hoping "fixed" meant the situation dealt with. 610-495-2804 only call if your te one who is living with this horror everyday a neighbor,. who ever you are thank you for opening your mouth to help the poor animal. Animals cant speak so they cry, crated dogs are not seen as cruel most animals feel safe in a crate but your situation seems serious. tell me if someone has rectofied this or not. Hi Gayl - If you don't mind I'd like to call you also. It looks like you live in the area. Lynn D. and I are very interested in doing something to resolve this too, as obviously, are so many others. Please read the notes that have been posted. The SPCA and police have been notified. I have talked to the officer at the PSPCA and am waiting to hear back from the Montco SPCA officer. If you are seeing an abandoned animal, please contact the Pennsylvania SPCA at cruelty@pspca.org. They will get back to you - you'll need to provide all information on what you've been trying hard to do to resolve the situation. As I suggested to "Anonymous", pictures are very helpful.

I spoke with Officer Langiotti at the Perkiomenville SPCA this morning. He was very forthcoming with information. He told me that he has been out to the house 4 times, each time there was no issue - he saw that the dog was clean and healthy, the house was clean and there was no crate. Understand that these officers visit without notice to the owners - always unannounced.
So, I wonder where "Anonymous" is. I haven't seen a response to anyone since this posting started. This person doesn't seem to want to leave their name, even with the people at the SPCA. You should know that they will never divulge your information to the people you are calling about. Personally, when I place a call I feel that it makes for a much better relationship if I can have an honest conversation with them. There really is no need to be anonymous with the people who you are asking to help. You shouldn't be afraid of any repercussions from the people you are reporting about.

All of you good people deserve a pat on the back for trying to resolve this poor pups plight.To spend the time and effort to help something you read about is outstanding.I too am an animal lover and owner,our pug/pekenese mix is our ray of sunshine on them cloudy days.All of our pets should be cherished,loved, and cared for.So kudos to all of you and keep going at 'em until it's resolved.
