I called and emailed RIOC last month to ask about this. Apparently all of the electric lines at that point of the island were destroyed by salt water during the flooding. They are (were?) in the process of receiving bids and awarding the contracts to do the repair work, as well as exploring if there is a way to repair it so that it won't happen again. So yes, it's been slow, but they are working on it.
I would agree that there should at least be a sign on the fence. I just wish they would fix it before I move out of NY.
