Parking is legal there at that time, though the signs could use some updating/clarification.

Parking is not allowed from 4-6pm.

This vehicle is clearly parked in the NO PARKING ZONE. I arrived home at 4:45 pm and this car was already parked here. Monday, April 1.Car is still parked in same spot at 6pm so it isn't just a case of a quick park.
