Almost every day I see a man walking his black and white dog on a rope around the Leggs Mill Rd area. If the dog stops to sniff a bush or yanks the leash, he beats it with the leash, punches or kicks it. He ties it up by the railroad tracks while he hangs out at those grey apartments by the tracks. I don't know if the dog is friendly or not, but I'd guess based on the abuse that I've seen, that this is not safe in any way. The dog could easily get hit by a train or worse, possibly attack someone. People walk this road all the time to the Dairy Mart and having an unstable animal right in their path is not good.
