The Health Department however is interested in addressing the risk from mosquitoes and not the aesthetics, that would be done by Property Maintenance. The mosquito part of the problem may be resolved with Mosquito Dunks that are a biological means of control, like a cat against a mouse. In this case though the dunks contain bacteria that eat the larvae before they are able to fly. The simple application of these once a month prevents the breeding but does nothing to make it look any better. Therefore, even though you may not see a change, the problem may have been gone last year (we often just go out and apply this remedy anyway and then encourage the pool owner to get more dunks at the hardware store, or give them a few to tide them through). Gutters are where many mosquitoes are born and breed and this is often another neglected source for them that is not qite so obvious or easy to address, but if everyone in the neighborhood makes sure the leaves are not clogging those up, you can be sure that there will be a further reduction in these bugs. We do win small battles but never totally win the war against these critters.
