The incident was right around 5 pm. As early as 4:15 however when I normally come through I have seen the right lane back up and not clear during the short green.

We've checked this intersection and found that the volume demand has changed since it was last retimed. I've rebalanced it to add a couple of seconds of green to that direction in the PM peak period. It may not sound like much but the cumulative effect over multiple cycles will hopefully keep the backups from building too much.
