Rather than spread tons of sand almost every year in Waterfront Park, especially during the Rose Festival, why doesn't the City of Portland Parks Bureau: 1) dig and cover trenches (during the off-season) to help with drainage; and 2) use tarps in the high traffic areas (they're used during Major League Baseball games to protect the fields) to reduce the mud?
