White construction van parks every day in front of either the fire hydrant on the corner of 17th and Crescent, or in front of a posted "No Parking: Entrance" sign in front of 1685 Crescent. Van has been ticketed only one time when parking enforcement agent was flagged down and alerted, despite Virginia plates, no zone permit, and months of parking in a posted no parking space.
