Precise Management at 68 Jay Street Brooklyn, NY 11201 has no and does not provide the tenants of 180 Edgecombe Ave with heat or hot water. Tenants have and do file complaints with 311 but to no avail the problem continues to persist. We at best have heat if we are lucky for two days out of the week. HPD always seems to show the day we get it so we look like lairs. It frustrating to no end. there are other problems in the building as well concerning water damage, we don't have a live in super so no one cares how long we freeze. Calling management is met with voicemail and or a answering service who typically hangs up the phone on you if you don't answer all there questions, such as you name while you are happy to give apartment number which reveals the tenant of the unit. Since HPD isn't doing anything and DHCR won't give us rent back who can we turn to?

Okay so 180 tenants meet failure for getting into ARTICLE 7A program since management for the first time in history of this chronic no heat no hot water posted a letter that DHCR representative saw (view 2/25/13 post). On top of us having heat/hot water when they came by 1pm during the day! I can show many weeks we when without service and no one from any agency show up but give us a little glimpse of what we should have 24/7 365 days a year all these public agencies have the nerve to say that management is doing their jobs LOL!!! Management has tortured tenants in this building so long that I would say they have come to know the patterns of the agencies and provide limited service just for that moment. Every night this week we had no service but no one seems to take that into consideration, they just see management "doing their jobs" are you kidding me, we are suppose to have heat/hot water 24/7 365 days not 8/10 hours per day!
Anyhow, I asked DHCR ARTICLE 7A representative "how long" do we have to continue without 24/7 service before they think our building qualifies for another management company to step in. They will get back to me with an answer. They didn't even go into many of the units to see the the numerous repairs needed. This is more than frustrating to think we find a solution or help just to find we still stand alone. Its the Friday, let's see if we make it with our standard level of service which is heat/ hot water for 8/10 per day. It seems like these agencies are telling us to be happy about our result that has now taken place for one whole week WOW! A week of 8/10 hours of service, honestly as a tenant it's still an unacceptable level of service. And the last things I'd like to say is these agencies need to come in the night when it's cold and inconvenient to them as it is to us!

Day 3 of the temporary boiler sitting unconnected outside and it's finally being tended to which means we're finally being given heat and hot water after a very long cold uncomfortable winter of none. But while I'd like to cheer I cannot since this project is off to a bad start with a whole bunch of lies being tossed about that this very truck that you see in the picture below taken around 8:30am April 4, 2013 was connect as per the HPD rep overseeing project who called me Tuesday morning. You can see boiler wasn't installed. While 180 tenants would have wanted it done quick (this winter) that did not happen, so since we simply want it done right after waiting so so long (5 yrs) and we're not sure that will happen with the tall tales that were told to get to today which I'm boasting about without knowing whether they will succeed in connecting it today or not. But since they are the very reason for the 20 + year boiler running successfully as of the very tuesday they said the temporary boiler was truly connected and it wasn't, I have hope they'll succeed at covering their lies today. We can only hope, cross your fingers we at 180 are.
I can only show one photo so I chose the one I snapped of the hoses, I'll come to love in the next few month for supplying hot water.

So this weekend no heat :( it's 37F in my unit right now. We're suppose to have heat! The hot water is working slightly warm but this is crazy that even the temporary boiler cannot delivery heat or hot water to our building. C'mon HPD! What the heck already!!!!
Give us ANSWERS!!! Who is our HPD representative overseeing this new boiler installation and WHEN is the new boiler going to put in? WHY can we not get the answers to this simple question WHY has it taken so long to get your attention and WHY are we still suffering with a temporary boiler parked outside our building? WHO is taken care of this horrible problem? WHO??? Give use answers and get us some action not a band aide that keeps falling off.

Heating requirements are:
Between October 1 and May 31, you can make a complaint about a residential building that does not have enough heat. 6am to 10pm if outside temperature is below 55 degrees unit must be at least 68 degrees and from 10pm to 6am if the outside temperature is below 40 degrees unit must be heated to 55 degrees.
We dont have heat and was told all systems are working in 180 Edgecombe and to stop making trouble. I ask anyone who read this post did you have heat in our building yesterday April 21st or today? Just wondering if you were as cold as 180 tenants this weekend. And HPD rep still ignored answering: Who is our HPD representative overseeing this new boiler installation and WHEN is the new boiler going to put in?

We have no hot water since they fixed the no heat problem yesterday. I did not check the hot water when the heat came on yesterday because I was to excited to get the heat. Before going to bed I went to do dishes and no hot water I even responded to the automated system we had heat. I file a complaint April 22, 2013 but must have put in my email wrong, I was tired and didn't receive it in my email. This morning I filed no hot water again. Maybe they forgit to flip a switch, i don't know It's happened before no hot water while getting heat, gosh this is exhausting.
When are we getting our permanent boiler so we can end this madness? Who in HPD is overseeing this project?

So it's Labor Day weekend and as of yesterday Saturday August 31 we had no hot water to do anything and its the same today. Typical of Precise Management to leave us without required service for a long holiday weekend. And while we've complained about not having an onsite super that has not changed either; this whole dynamic is so sad and tiresome it's disgusting! Our only true reliable connect is 311 and lets face it they cannot do anything for us to get an immediate action why, they are just messengers and have to wait to HPD to come into the office to receive the messages of no hot water. By the time they show up it will be remedied but it doesn't redemy the FACT we'll spend 3/4 days without hot water. A whole lot of fighting and we are no closer to getting a permanent boiler because to many officials THINK the temporary boiler is providing adequate services, well guess what IT'S NOT!
Someone, anyone, PLEASE get us new management, new boiler, live-in super I could go on, the list is long but these 3 are top priority.

211 days and we are still no closer to getting our new boiler installed and management won't answer any questions to when we are getting it. How sad, we're about to go thru another cold winter with days of no service I guarantee you because the temporary boiler can't provide adequate services. I think all officials involved forgot the boiler outside is temporary not permanent.
We can't even accomplish getting new management. We are told its coming but we we're told that about the boiler too. Ouch!!! Promises, promises, promises.

Did you know not HPD waits 72 hours before they come to see if your 311 complaint is true or false. So every week guess what 180 Edgecombe waits 3 days to get services restored. It's never a one day, a half a day it's always 3 days never fail at times if they cannot fix it we go a whole week with no services. October 1 is Tuesday and mother nature in on course for what she has to do and tenants of 180 are still left to without hot water and soon to be heat next week. How is this possible, that HPD, DHCR, NYC court system, political officials etc and the management company it's can allow this level of treatment?
Everyone who read this every time a post is placed, no matter who you are, try doing a full day much less 3 days without hot water. If you have control of your heat try not using it for one day much less a whole week. Simply do that and see how miserable your week is. See how difficult it is to live without these two services or simply one. Try boiling your water every time you need hot water, try staying warm warm with electric heaters and your oven and see what it's like. THEN and only THEN will you understand how awful it is to live this way. Simply try it.

We called City Council member Robert Jackson's office this morning. They said you contacted them this morning as well. They have sent HPD out to do an inspection.
We explained that you have been without heat or hot water for at least two years (according to HPD records) and that we have been trying to help you get heat and hot water since last year, contacting every city official, City Council, Public Advocate, Manhattan Borough President, etc, and calling and emailing Precise Management directly. All without success. Please continue to call 311 and also reach out to elected officials and their staff.

I just want to comment we have our new boiler since Nov 2013 but here's the thing. Whoever installed it did not flush the system nor did they bother to bleed any of the radiator in the apartments. What this did is cause many radiators to not function and many pole not to get to hot in numerous units. Precise Management has been made aware of this issue but no response to fix radiators that don't work or much less the poles.
I share this because we have heat but we don't have heat. I just paid someone to bleed my radiator. I was desperate to feel the heat I hear running thru the pipes. I thought it would fix my radiator but apparently I need a new valve for the floor section and I should not have to pay to get that done. We when 5 years without heat in the building. Now we have it but we don't have it. I'm so tired of calling 311 and getting HPD over here. I have to bring them to court for this to and it will be Spring by the time I get this address.

New management company is moving slow on repairs. Lots of suits are walking thru the building but not sure what that means for us since maintenance issue persist.
This thread was about no heat and no hot water and they are fast to turn it back on if it does shut off (and it does shut off) so I'm going to close this thread. One can hope that things will be better but only time will truly tell. Thank you greatly for giving the assistance and exposure to our awful issue with no hot water and heat Seeclickfix.com was truly helpful in getting us the assistance needed along with other agencies.
