8/2/2013 - Richmond Traffic Engineering (20020884216) noted as of 6/4/2013 "that the speed taken revealed 85th percentile speed of 24 mph. Our findings do not reflect anything out of ordinary for Barton Ave from an operations and safety standpoint. The request does not meet the criteria to qualify for the City of Richmond's Traffic Calming Program."
