I don't think it's potable water lines, I think it's an underground creek that was covered over. It's constantly eroding and seeping upwards through the pavement. Really needs to be fixed. Likewise, in order to avoid this major pothole, I have to swerve over into oncoming traffic on a busy street.
I hit it every time I go uphill. The only choice is to go into the down hill lane which is dangerous. It is about time that the City of Oakland fixes it.

Potable water supply lines are definitely leaking in the middle of the street on Hiller.
The only other culprit would sewage from a sewer line-but there's no discernible stench.
