I think those lights are purposefully out. There are no pedestrians and cars are equipped with headlights. The street lights are an unnecessary use of power.

A call to 311 may answer whether the situation is a result of policy or neglect.

Lights were out last might...Why? Has been months since the construction was ended. Where's Bloomberg? Cuomo? Has Tom DiNapoli audited the books of the contractor and authorized payment yet? Better not until the lights come back.
