Description

The person who owns this BMW has lived here for many months, parks it in the alley behind their row house which would impede emergency vehicle access, or parks it in the back yard immediately behind the house. They appear to be cheating the system to avoid registration fees and higher insurance premiums by not registering the car here in DC where they reside and park the car every night.
