This is still extant as reported. The non-attached top seems to allow easier access to dump household garbage. It also allows the local gleaners to dump trash all over as they search for the errant bottle or can.

Still busted, regularly pulled off by people digging through trash and spilling it all over the ground, and by others to fill the can with large bags of household garbage.
