Description
Traffic northbound on Foxhall gets held up when a car tries to make a left onto Cornell. This usually results in cars stopped on the railroad tracks, especially when the turning driver fails to signal in time. There should be no left turn from Foxhall onto Cornell because of the danger of stopping on the tracks. Ideally, there should be a divider to physically prevent this left turn.

Doesn't sound like a workable solution. Makes a big disruption to getting to the post office etc. from south of the tracks. Sure. There are alternate routes through smaller streets. Invites scofflaw left turns if implemented.
Foxhall is a wide street. A left turning car does not block clearing the tracks unless the following car is tailgating. As I recall, the rules are, don't tailgate and don't enter a RR crossing or intersection unless the way to exit it is clear. Both rules are even on NY driving tests. How about we all follow them?

That nightmarish intersection barely changed since the days of the horse and buggy! Seriously-- the surrounding roads, railroad crossings, and road-surface infrastructure have never been upgraded since the 1880's! And the roads around there still look like they're made of DIRT!
Oh, yes, in the 1990's, Conrail or CSX or whoever it was at the time, replaced the original strips (where the rails hit the asphalt) with newer-style rubber mats.
Wonderful!
But what has been done to the rest of the area around the crossing?! More-efficient traffic signage? No. Drainage improvements? Nope. Better sidewalks? Are you kidding? Upgrades to the power poles and utilities? Not a chance.
NOTHING! ABSOLUTELY NOTHING! Nothing is ever done outside the status quo here in Never-Neverland!
Everybody wants to live in their own little cocoon and never change anything or make it newer so it doesn't crumble under its own weight. That intersection is a PRIME example.
When is Kingston ever going to modernize and enter the (20th) Century?
