Description
This signal used to favor Gorman St. For the last month or two, it seems to favor Ligon / Sullivan. Many times it will change as I am approaching it from either direction on Gorman St, even if there are no cars waiting to cross. I believe that one of the sensors is malfunctioning and it is behaving as if there is always a car waiting to cross Gorman St.

It has been nearly 7 months since I reported the traffic signal at Gorman and Ligon / Sullivan. This signal is still favoring Ligon / Sullivan. Last weekend alone, I stopped at that light at least 4 times for zero cross traffic.
Is this the correct communication channel to use to request that this signal be examined? If not, please tell me who to contact and how.
Is it possible that the signal is working this way intentionally? If so, I'd really appreciate it if I could talk to somebody to understand why.
