Description

We purchased our home at 120 Garfield Pl in East Rockaway, in October, 2011. We were not aware that the home behind our home housed several large dogs that were let out frequently in the yard. The dogs are often let out before dawn and late at night, and they often bark incessantly. If we are outside on our patio the dogs bark and jump up on the fence bordering our properties. I don't know if they are dangerous but they bark and jump up in a threatening way, and we, and our friends and family are afraid of the dogs. Also, the odor emanating from their yard can be pretty bad some days. Our neighbors leaned some pieces of fencing up to try to reduce the disturbance but its not working. I want to know if we can request that the town ask that our neighbors install a fence which will properly prevent the dogs from jumping up and barking at us all the time, and perhaps mitigate the odor from coming to our property. Had we known about this issue we would have not purchased our home. We have a dog of our own which we walk and rarely let out. We are not against having dogs, but the dogs at the home behind ours (I believe the address is 292 Ocean Avenue) are fairly large and there are several of them, and the fact that they are let out to relieve themselves in the yard has created noise and odor problems which we have had to endure. We ultimately only want to be able to reside in our home without disturbance. Any assistance would be appreciated. It has become a problem such that we feel the need to reach out to the town for help.
