The way the City Code is written allows for handbills to be deposited on private premises as long as they are in a box, container, or manner to prevent them from being scattered, blown or carried. Due to that regulation, property owners will have to either post notice (i.e. “No Handbills,” “No Trespassing,” “No Solicitation”) and/or provide written notice to the responsible company that they are unwilling to accept unsolicited handbills on their property.
