Currently the only enforcement is for a witness to come forward and file a civil complaint with the law corps in the Oakland City Attorney's office. They would have to have there own videos or photos and the time. OPD and PWD do not have the staff or time to deal with illegal dumping. The cost to the city is the community. The City needs to step up and raise the fines to at least $2500 for first offence and offer larger rewards or put out bounties on the dumpers.
I have turned in two illegal dumper to the Oakland city attorneys office before the Law Corps. I was required to sign a civil complain stating that myself and the other witness would testify in court. Both times the dumpers paid a fine instead of going though the court process. You can only sue them if they dumped on your private property and caused you pay to have it removed and damages if any.
