This does happen in the Dimond and Montclair. There is an epidemic of illegal dumping all over Oakland due to the city's zero enforcement.

It is actually on 90th right above international.

This is a photo of one side of the AT&T building at 90th Avenue and Holly Street -- the 90th, Holly, and 89th sides are perpetual dump sites because the AT&T building itself has no outside security cameras and no windows, half the site is a fenced parking lot, and 90th between Holly and East 14th is a daytime gathering place for various groups of non-working folks. There's always trash, and frequently big things like mattresses and sofas and burnt-out cars. AT&T needs to be held accountable, but the facilities manager for the district hasn't done anything but mouth platitudes. The situation is disgusting and frustrating.
