Per clamshell operator this might be a frame that got knocked off during paving causing the CBN to get partially filled with asphalt. CBN is on conformed drawings & current GIS.

Contractors have also left debris along Royal Avenue and at the corner of Royal and Concord. Much of the trash is now covered by leaves.

We appreciate you bringing this to our attention. The resident engineers have been alerted of this location, and will be addressing this area starting next week when the contractor will being doing a contract-wide clean up, preparing for the winter months. At that time, we will address this issues at 32 Royal. Thank you.
