At one time in the past, Duke Energy served the baloney explanation that these are on Central Prison property and none of their concern. This is despite the fact that the lights are in City right-of-way, next to and over the sidewalk and street, and no different than any other City streetlights. The high pedestrian and bike traffic on the green-way, there, should not have to go in the dark.

City staff confirmed these two lights were functional on 2/12/2017.
